Background:  In Phase II of the Smart Grid Cyber Security Panel we will use the Critical Critical Incident Technique to elaborate the detailed findings of the Competency Analysis in order to discover what characterizes expert performance of a task. This process examines significant events associated with exemplary success or failure by security specialists in performing their job duties. Each event is analyzed in a controlled laboratory setting to produce a process trace that identifies the work practice methodology, cognitive mechanisms and sequences, and collaborative processes and techniques that guide skilled performance in security teams
